Developing criteria and indicators for socio-economic security of the region’s education system: A comprehensive assessment of the socialization of children with special education needs and disabilities
Introduction. The article presents an overview of the research results and the opinions of Russian and international scholars in the field of studying the evaluation criteria for the social and economic security of the development of countries and individual regions. As well as materials from official statistical sources reflecting the main indicators of the socio-economic development of the country in general and the Sverdlovsk region in particular.
The purpose of this study is to summarize and systematize the evaluation criteria for the socioeconomic security of the regional education system and their comprehensive assessment in the field of education, including for children with special education needs and disabilities.
Materials and Methods. In the course of the research, the authors used traditional methods of economic analysis: comparisons, groupings, index method, method of using absolute, relative and average values, and historical-logical method.
The theoretical and methodological basis of the study was provided by the works of Russian and international economists whose research interests include studying the methodology for assessing the socioeconomic security of highly significant sectors of the national economy.
Information and analytical materials from official statistics of the Russian Federation and the Sverdlovsk Region formed the empirical basis of the study. The results were processed using comparative methods, economic analysis, mathematical statistics, and the historical-logical method.
Results. The authors summarized and systematized social security indicators for key sectors of the national economy that shape the social sphere of the Russian Federation in the current context. Using a comprehensive approach to studying theoretical and methodological materials, the authors expanded and substantiated the classification of indicators for assessing regional socioeconomic security with the main focus on the Sverdlovsk Region, taking into account the assessment of indicators
from the perspective of the population’s standard of living and quality of life. While collecting, processing, and analyzing indicators describing the level of socioeconomic security, negative trends in education over the past five years were identified, associated with a declining birth rate in the Sverdlovsk Region and a decline in the physical health level of enrollment in educational institutions of all levels and types. The authors paid particular attention to the age category of the population under 17 years old with identified health problems, whose numbers are steadily increasing annually, placing additional obligations on the regional budget in terms of funding for treatment, rehabilitation, and educational adaptation technologies.
Conclusions. During the study, the authors identified negative trends in the medical and demographic processes of the Sverdlovsk region, which in turn are affecting the decline in the number of students enrolled in various programs. This could further increase the risk of an insufficient development of a fully-fledged, highly skilled labor market, given the increasing demands of engineering and technological infrastructure and the expansion of industrial production and services. Therefore, given the increasing number of children with special education needs and disabilities, healthcare and educational institutions play a special role in ensuring their full socialization and involvement in the educational process to develop highly qualified personnel for future economy.
The authors conclude that the real needs of citizens of individual regions for social services and support are not often taken into account; thereby they experience additional concerns about meeting social and economic needs, which are public by their nature.
