In the paper the author researches the problem of becoming of modern innovative high school. The author offers economic-mathematical model of an estimation of effective activity of modern high school as innovative. It is necessary to provide strengthening and development of the Russian higher school and as leading part of system of the vocational training defining its qualitative level, and as major sphere of training of experts, performance of scientific researches and the development defining a personnel and technological level of a national economy
